城市交通管理问题是全世界所有大城市都面临的一个严峻问题交通拥堵、交通事故严重制约着城市的建设与发展。目前北京市机动车保有量为190万辆,机动车驾驶员近300万,全市每年因交通事故死亡人数高达上千人,每年纠正各种交通违章一千多万起。特别是道路发展的速度远远滞后于车辆的增长速度,给交通管理提出了更高的要求。为综合改善北京市交通现状,加快实现交通管理现代化,在公安部金盾工程总体规划指导下,在市政府的高度重视和关怀下,经北京市科委立项,建设完成了北京市交通管理综合信息系统。该系统是北京市重大信息应用工程,根据首都交通管理实际情况。采用了“总体规划、分步实施、滚动发展、不断完善”的建设原则。系统整体设计合理、技术先进、功能完善、实用性强,具有先进、实用、安全、可扩展等特点。该系统对全市驾驶员和机动车进行全方位量化管理,推动了首都的交通管理向信息化、系统化的方向发展;适应了知识经济条件下对现代化大都市交通管理发展的需要;是首都迈向国际大都市行列的重要内容之一。

The overall system design is reasonable, advanced technology, functional, practical, advanced, practical, safe, scalable and so on. The system of the city’s drivers and vehicles for all-round quantitative management, and promote the capital’s traffic management to the information and systematic direction; to adapt to the knowledge-based economy for the modernization of the metropolitan traffic management development needs; is the capital of Mai One of the most important contents to the international metropolis.
