The village clinic is the most outpost of primary health care (PHC). The quality of its management work has a great impact on the effectiveness of PHC. We used questionnaires to investigate the management of 218 village clinics in Jiading County, Shanghai. Their average age was 42.3 years old, male: female = 1.1:1, health status was better 94%, junior high school education accounted for 64.2%, rural doctors accounted for 67%, the average length of service was 21.3 years, 79.8% participated in more than three times business training. The survey shows that they are young, well-being, knowledgeable, experienced, and love their jobs. They are in a “golden age”. However, lack of theoretical guidance in scientific management and PHC, and low awareness, are still dominated by medical services. With the existing better working conditions and their working ability and experience, we can make an irreplaceable special contribution to “Health for All in 2000” during the average 10-15 years of work. Therefore, we propose that scientific management should be strengthened. And PHC knowledge training.
