太空运用对于国家安全、经济、政治、社会等越来越重要,越来越多的国家走向太空和利用太空。与冷战时期的太空两极体制不同,冷战后美国称雄太空,中俄欧并驾齐驱紧随其后,印日等国也进步很快,太空梯次发展明显。这种“一超多强”的太空格局和向多极化发展的趋势会持续一段时间。太空越来越拥挤,也越来越具有竞争性;而且太空对抗也越来越明显,许多国家追求反太空能力的多样化。国际太空新秩序是地上国际秩序在太空的投射。太空博弈尤其是中美俄等国反太空能力的博弈降低了太空首攻稳定性,对当前全球的战略稳定形成潜在威胁与冲击,对他国卫星实施攻击的可能性已经存在。为维护太空新秩序的稳定发展,联合国及其专门组织、有关国家在抑制太空对抗性博弈的规则倡议上也进行了斗争。中国作为一个崛起的太空国家,为维护太空新秩序的稳定,促进国际战略稳定与平衡,在联合国大会、外空委、裁军会议上发挥了应有的责任。维护太空新秩序的稳定与平衡发展将是国际社会面临的长期艰巨任务。
Space utilization is more and more important to national security, economy, politics and society. More and more countries are moving toward space and using space. Unlike the space-based bipartisan system in the Cold War era, the United States dominated space after the Cold War, and kept pace with the progress of China, Russia and Japan. The countries like India and Japan also made rapid progress and their space echelons developed significantly. This “multi-strong” space pattern and the trend towards multi-polarization will continue for some time. Space is becoming more and more crowded and more and more competitive; and space confrontation is becoming increasingly evident. Many countries are pursuing the diversification of anti-space capabilities. The new international space order is the projection of the international order on the ground in space. The game of space games, especially the anti-space capabilities of China, the United States and Russia, have reduced the stability of the first space attack, posed a potential threat and impact to the current global strategic stability and the possibility of attacks on other countries’ s satellites already exists. In order to maintain the stable development of the new space order, the United Nations, its specialized organizations and the countries concerned have also struggled on the regulatory initiative to curb the game of space confrontation. As a rising space nation, China has played its due responsibility at the UN General Assembly, the UNFPA and the Conference on Disarmament in order to maintain the stability of the new space order and promote the international strategic stability and balance. Maintaining a stable and balanced development of the new space order will be a long-term and arduous task for the international community.
