落实科学发展观,统筹海南区域经济社会的协调发展,必须加快中部及贫困地区的经济社会发展,其中,扶贫工作是一项重要的工作。除了继续增加扶贫投入,推行“三集中”的扶贫新机制,扶贫工作还要从根本上解决贫困地区的发展问题。对此,笔者认为,应当从大力发展农村教育和改革农村经济制度入手,标本兼治。
To implement the scientific concept of development and coordinate the coordinated economic and social development in Hainan, we must speed up the economic and social development in the central and poor areas. Among them, helping the poor is an important task. In addition to continuing to increase investment in poverty alleviation and implementing the “three centralizations” mechanism for poverty alleviation, the poverty alleviation work must fundamentally solve the development problems in poor areas. In this regard, I believe that we should start from vigorously developing rural education and reforming the rural economic system, treating both the symptoms and the root causes.
