随着现代信息和通讯技术在应急管理体系中的广泛应用,技术对应急运作及管理体系的影响越来越深远和复杂。本文认为技术的引入远远不只改变了现代应急沟通体系.现代国家的核心应急能力的建设也不仅取决于心急核心科技的建设,更需要建构与现代应急管理基础信息设施相契合的法律、战略、组织和社会环境、科学的风险评估与应对体系、弹性机制框架指导下的标准化应急运作流程、专业化的应急管理和一线应对人员可持续性的培训体系、全方位的后期评估反馈机制.以确保国家整合性应急能力的整体提升和良性运作。
With the wide application of modern information and communication technology in the emergency management system, the impact of technology on emergency operation and management system has become more and more far-reaching and complicated.
