依据相关标准,基于本质安全理念,运用分析对比法和案例研究法,研究了油罐选材、焊接、通气装置选型以及基础沉降等严寒条件下油罐事故致因因素及其对策。结果表明:设计时应首先考虑使用低温钢,并科学选择焊接材料和工艺,尤其注意选择较低的焊接热输入;应包含全天候机械呼吸阀和液压安全阀等两套呼吸保护装置,并科学选择液封油品和液封高度;应根据当地冻土特性对地基进行强夯法等特殊处理,并且油罐基础上表面标高不宜过低。“,”According to the related standards and the concept of intrinsic safety, this paper studied material selection, welding, venting devices selection and foundation problems of oil tank under severe cold conditions by using comparative analysis method and case method and give the corresponding measures. The conclusions showed that the tank should be used by low temperature steel and welded by scientiifcally selecting welding materials and technology, especially paid attention to the low heat input welding. The welding should include both sets of all-weather mechanical respiratory valve and hydraulic safety valve, select liquid seal oil and liquid seal height scientiifcally. Special measures such as dynamic consolidation should be taken for the frozen soil. Meanwhile the upper surface elevation of concrete base should not be too low.
