党的十六届四中全会提出了构建社会主义和谐社会,是我们党从全面建设小康社会,开创中国特色社会主义事业新局面的全局观出发提出的一项重大任务,和谐社会的核心是人与人的和谐,人与社会的和谐,前提是维护和实现社会公平与公正、促进经济社会协调发展,让全体人民共享经济社会发展成果,从而形成一个全体人民各尽其能、各得其所又和谐相处的社会。社会保障就其本质来讲,是解决人的问题,就是依据一定的法律和规定,为保证社会成员的基本生活权利而提供的救助和补贴。社会保障的基本目标是满足人们的基本生活需要,即人们对生产资料的需要,因此社会保障制度体现了以人为本的科学的发展观。健全的社会保障体系是社会主义和谐社会的本质要求,完善的社会保障体系是社会主义和谐社会的重要保障。本文主要从构建和谐社会的内在关系,浅淡完善社会保障体系的几点思考。

Social security, by its very nature, is a solution to the problem of human beings and is based on certain laws and regulations, providing assistance and subsidies to ensure the basic living rights of members of society. The basic goal of social security is to meet people’s basic needs of life, that is, people’s needs for means of production. Therefore, the social security system embodies a people-oriented scientific concept of development. A sound social security system is the essential requirement of a harmonious socialist society. A sound social security system is an important guarantee for a harmonious socialist society. This article mainly discusses the inner relations of building a harmonious society and some thoughts on improving the social security system.
