本研究旨在探索构建在职培训的综合评价指标体系,及为疾病预防控制培训管理部门开展培训项目的综合评价,或比较不同机构、专业之间培训工作质量提供参考。本研究采用两轮Delph i专家咨询调查,根据咨询结果对初评指标进行了筛选,分别用百分权重法和乘积法计算指标的归一化权重和组合权重系数,从而建立了由三级64项指标及其权重系数组成的综合评价指标体系,其中一级、二级、三级指标分别有4项、12项和48项。一级指标包括培训计划评价(A)、实施过程评价(B)、即时效果评价(C)和持续效应评价(D),可用公式GI=0.3×GI(A)+0.3×GI(B)+0.2×GI(C)+0.2×GI(D)计算培训项目的综合评分指数。该综合评价指标体系能针对影响培训工作质量的主要环节进行评价,具有一定的可操作性和实用性,既可用于单个培训项目质量的综合评定,也可对一组培训项目进行比较评价,区分优劣等级。
The purpose of this study is to explore a comprehensive evaluation index system for on-the-job training and provide a reference for carrying out comprehensive evaluation of training programs for disease prevention and control training management departments or for comparing the quality of training among different institutions and professions. In this study, two rounds of Delphi expert consultation survey were conducted. The comprehensive evaluation index system can evaluate the main links that affect the quality of training work, and has certain maneuverability and practicability.
