随着经济体制由“计划经济”向“市场经济”的转变,县(市)人民政府用以规范、指导国民经济和社会发展的政策措施也相应地由“照抄照转”向“因地自制”转变。如何适应改革开放新时期的要求,搞好政务文稿的调研写作,为领导提供全面、准确、及时的决策依据,是各级政府办公室面临的一个具有重大现实意义的新课题。通过实践我们认为,搞好办公室调研写作要在三个方面下功夫。
With the transition of the economic system from “planned economy” to “market economy”, the policies and measures adopted by the people’s government of the county (city) to regulate and guide the development of the national economy and society have correspondingly shifted from “copy and transfer” to “ ”change. How to adapt to the requirements of the new period of reform and opening up, do a good job in the research and writing of government documents, and provide leaders with comprehensive, accurate and timely basis for decision-making is a major issue of great practical significance for government offices at all levels. Through practice, we think that we should make efforts in three aspects in improving office research and writing.
