(一)对外经贸“两降一升”原因探析 1996年一季度本省对外经贸发展的显著特点是,外贸出口有所下降,对外承包工程和劳务合作大幅度下降,利用外资明显上升。造成一季度本省对外经贸“两降一升”的因素是多方面的,既有国家政策调整的因素,也有受国际市场价格浮动和一些地区经济不景气的影响,而更多的因素在于宏观政策的调整。主要有以下几个方面:
