1955年12月1日,张苏(时任全国人大常委会常务副委员长)、汪锋(时任国家民委常务副主任)、刘墉如(时任国务院机关事务管理局局长)3人联名将国家民委起草的《建立民族语文翻译机构的初步方案》上报习仲勋(时任国务院秘书长)。同年12月12日,周恩来总理批准《建立民族语文翻译机构的初步方案》。
On December 1, 1955, Zhang Su (formerly the Standing Vice Chairman of the Standing Committee of the National People’s Congress), Wang Feng (then the standing deputy director of the State Ethnic Affairs Commission), Liu Yongru (then the director of the State Council’s Office of State Administration) Reported to Xi Zhongxun (then Secretary-General of the State Council) of the “Preliminary Plan for Establishing a National Language Translation Agency” drafted by the State Ethnic Affairs Commission. On December 12 of the same year, Premier Zhou Enlai approved the “Preliminary Plan for Establishing a National Language Translation Agency.”
