目的:为了验证相关文件是否起到规范医疗机构利用大型医用设备进行检查治疗行为的作用,为进一步提出针对福建省乃至全国的大型医用设备检查治疗价格的调整奠定基础。方法:通过机构登记资料获取福建省9所医疗机构近5年来的财务数据及福州市医保中心的相关资料,同时对10所医疗机构设备管理相关负责人进行问卷调查。结果:无论调价前后,大型医用设备的数量增长较快,各级医疗机构对单台大型医用设备的使用率低,出现技术闲置和诱导需求现象并存的局面。结论:福建省2004年的价格调整并未对医疗机构的行为起到规范作用,有必要进一步探讨出新的合理的收费政策。
OBJECTIVE: To verify whether the relevant documents play a role in regulating the use of large-scale medical equipment in medical institutions for the purpose of examination and treatment, and laying the foundation for further adjustment of examination and treatment prices for large-scale medical equipment in Fujian Province and the whole country. Methods: The financial data of 9 medical institutions in Fujian Province and the related information of Fuzhou Medicare Center were obtained through the registration data of institutions. Questionnaires were also conducted on the persons in charge of equipment management in 10 medical institutions. Results: Regardless of the price adjustment, the number of large-scale medical equipment increased rapidly, and the medical institutions at all levels had low utilization rate of single large-scale medical equipment, resulting in the coexistence of technical idleness and induced demand. Conclusion: The price adjustment of Fujian Province in 2004 did not play a standard role in the behavior of medical institutions. It is necessary to explore new and reasonable charging policies.
