苏联共产党十分重视人民文化教育工作，伟大的人民领袖列宁在一九二○年就曾经指出：「在一个文盲充斥的国家里是建不成共产主义社会的。」为了培养国民经济各部门的干部，为了使广大劳动人民掌握文化知识，苏维埃政府从十月革命胜利后的第一天起，就化了很大力量进行文化教育工作，进行了扫除文盲运动。一九四○年，苏联全国就扫除了文盲，成为人人识字的国家。
The Communist Party of the Soviet Union attached great importance to people’s cultural and educational work.
