韩国民愿事务的处理体制是韩国的类信访制度,负责处理公民有关行政机关行为的诉愿。韩国从中央到地方都建立了民愿处理相关机构,历经历史变迁后在中央形成了集处理民愿事务、反腐败、行政复议等诸多事务的专门机构,形成了有对个别人的权利救济也有制度改善和预防腐败等的综合性韩国型权益保护模式。该模式下,专门机构有相应的职权和运作方式,并有国民申闻鼓系统等电子化信访处理系统和110热线电话等便民设施,简单方便,在制度运行中卓有成效。
