20年前的1986年9月,总部有关部门和解放军报社、中国民兵杂志社在江西省清江县(今樟树市)召开了全国民兵刊授教育现场会,总结推广了该县“民兵政治教育以《中国民兵》为主要内容的刊授教育”的做法。从此,《中国民兵》成了全国民兵预备役人员进行刊授教育的基本教材,被称为“刊授教育的好教材”。20年的实践经验证明,以《中国民兵》为基本教材的刊授教育不失为落实民兵预备役人员政治教育的一种有效形式。前不久,中央下发的《关于加强和改进新形势下民兵预备徒政治工作的意见》中明确规定,要充分发挥民兵预备役刊物在思想政治教育中的作用。为此,在新的形势下,我们一定要不断总结和完善刊授教育经验,按照总部有关文件规定,在订刊用刊上下功夫,大力开展刊授教育,推进民兵预备役政治工作创新发展,为“打得赢”“不变质”做出应有贡献。
