随着经济体制改革的全面推进,我区非公有制经济得到迅猛发展,非公有制经济在区属企业中的比重发生了根本性的变化,截止到今年6月,我区新建企业工会实有数以达6800多家,新型的工资结构对传统的工会经费计拨方法提出了严峻的挑战,工会经费的收缴遇到了前所未有的困难。面对新情况,我们并没有寻求委托工商、税务部门向非公企业代收工会经费,而是坚持脚踏实地、开拓创新,全区工会通力配合,齐抓共管,不断探索经费拨解新方法,不断创建经费拨解新机制,并取得了初步成效。我们的主要做法是:
With the all-round promotion of the reform of the economic system, the non-public sector of our region has witnessed rapid development. The proportion of non-public ownership sectors in the subordinate enterprises has undergone fundamental changes. As of June this year, More than 6,800 new wage structures pose a serious challenge to the traditional method of allocating and appropriating the funds of unions. The collection of union funds has encountered unprecedented difficulties. Faced with the new situation, we did not seek to entrust industrial and commercial tax departments to collect trade union funds from non-public enterprises. Instead, we insisted on a down-to-earth approach to blazing new trails. The entire district unions worked in concert with each other and made concerted efforts to constantly explore new ways of allocating funds. The new mechanism was created and initial results achieved.
