回顾15年来改革开放的历程可以看到,无论是在理论上的突破还是实践中的创新,都离不开思想解放和观念更新,这不可能一劳永逸,不会一次性完结。随着深化改革,扩大开放,必然也必须进一步更新观念,统一认识,其标准就是小平同志说的“三个有利于”,具体说就是要学习贯彻十四届三中全会通过的《决定》。这方面需要解决的问题很多,仅举几例: Looking back at the course of reform and opening up over the past 15 years, we can see that both theoretical breakthroughs and innovations in practice cannot be separated from the emancipation of ideas and the renewal of ideas.
