复合性治域与部门分立体制的结构性错位对现代社会的治理实践提出了重大挑战,同时也发出了建构治理共同体的时代邀请。本文立足于杭州社会复合主体的实践经验,以贯穿于其中的国家行为为主线,展现治理共同体的启动与互嵌机制以及制度化特征。国家基础权力与决断权力之间的落差,促使国家借助媒体对复合性治域的“问题化”过程建构公共议题和公共责任,从而启动治理共同体建设的大幕;并通过“嵌入”与“吸纳”两条路径搭建共同体的组织框架。治理共同体依靠“国家的资源性带动”撬动了分散的、“沉睡的”治理主体;同时,国家采用“以当下换未来”的策略实现帕累托效应的动态改进,最终使治理共同体成为一种围绕公共责任展开的中轴结构。
The structural mismatch between the composite governance and the departmental separation system poses major challenges to the practice of governance in the modern society and also sends an invitation to the times to construct a governance community. Based on the practical experience of the Hangzhou social composite subject, this article takes the national behavior running through it as the main line, and shows the initiation and interweaving mechanism and institutionalized characteristics of the governing community. The gap between the state’s basic power and the power to make decisions prompted the state to use public media to construct public issues and public responsibility for the “problem-solving” process of a complex area of governance so as to start the curtain of governing community construction; and through “embedding ”And“ absorb ”the two paths to build a community of the organizational framework. The governing community relies on the “resource mobilization of the country” to mobilize the scattered, “sleeping” governance entities; at the same time, the state adopts the strategy of “changing the present to the future” to achieve the dynamic improvement of the Pareto effect, Eventually making the governance community a central axis around public responsibility.
