针对市场经济条件下航空武器装备外场技术服务中存在的问题，提出了把外场技术服务工作纳入经济合同管理，推行由主机厂全面负责技术服务的新模式，建立零备件周转库和解决质量保证期外的技术服务费用等方面的意见和建议。
