成办发[2016]22号各区(市)县政府,市政府各部门,有关单位:为加快我市川菜产业发展,拉动消费、繁荣市场、扩大就业、服务民生,促进种养殖业、食品加工业、旅游业、文化创意产业等联动发展,大力实施“国际美食之都”品牌战略,进一步促进餐饮业转型发展,提出如下实施意见。一、总体要求(一)指导思想。贯彻落实市委“改革创新、转型升级”总体战略,坚持政府引导、市场主导的发展原则,以品牌化、连锁化、特色化、国际化为发展方向,深化转型升级和产业融合,加强资源整合和模式创新,奋力把川菜产业打造成我市服务业
