“依附论”是六十年代在美国和拉丁美洲最初出现的一种激进的理论思潮,它涉及现代帝国主义理论、不发达根源、发展中国家的发展道路等重大问题。这一思潮后来发展到其他地区,引起国际学术界的很大注意和不少争论。“依附论”的主要代表人物包括萨米尔·阿明和安德烈·冈德·弗兰克等著名经济学家。我国学术界对这派思潮的观点有过一些介绍,例如:《国外社会科学》1978年第3期刊载阿明的《自力更生与国际经济新秩序》;《世界经济译丛》1981年第2期刊载阿明的《第三世界的发展战略问题》、1981年第10期弗兰克的《不发达的发展》等文,以及《拉丁美洲丛刊》1982年第1期高话所著《战后拉丁美洲经济思潮概述》。但是对国际学术界在这方面的论战介绍不多。这里我们选登了美国加利福尼亚州立大学经济系教授詹姆士·M.赛弗对“依附论”学派(文中称之为“每月评论派”)的一篇论战文章,供我国学术界研究参考。
“Dependency Theory” was a radical theoretical trend of thought that first appeared in the United States and Latin America in the 1960s and involved major issues such as the theory of modern imperialism, the underdeveloped roots and the development path of developing countries. This trend later developed to other areas, aroused great attention and many controversies in the international academic community. The main representatives of “Dependency Theory” include famous economists such as Samir Amin and Andre Gandford Frank. The academic circles in our country have introduced some of these ideas. For example, “Foreign Social Sciences”, 1978, Issue 3, “A Self-reliance and International Economic New Order,” published by Amin; “World Economic Symposium, 1981, No. 2 Published in Amin’s ”Third World Development Strategy“, 1981, Frank 10’s ”underdeveloped development“ and other articles, as well as ”Latin American Journal“ No. 1, 1982, the high words of ”Post-war Latin America Overview of Economic Trends. “ However, there is not much introduction to the controversy in this field by international academic circles. Here, we have chosen James M. Seaver, a professor of economics at California State University, to write an essay on ”Dependency Theory“ (referred to in the article as ”Monthly Critics") for reference in academic circles in China .
