在知识化、信息化的社会发展大背景下,公务员的专业化、能本化、人才化就成为新形势下的一些基本要求。本文提出,现代的人才管理理念和技术在公务员管理中具有重要的适用意义。以能力本位为核心的公务员人才识别及评价制度、以绩效导向为特征的公务员人才使用及培训制度、以人为本的公务员激励制度等构成公务员的人才化管理制度内容。人才化管理成为当前我国公务员管理制度的一个创新基点之一。
Under the background of knowledge-based and information-based social development, the professionalization, cost-effectiveness and talentization of civil servants have become some basic requirements in the new situation. This paper argues that modern talent management concepts and technologies have important implications in the management of civil servants. Civil servant talent identification and evaluation system with competence as the core, civil servant talent use and training system with performance orientation, and people-oriented civil servant incentive system constitute the contents of the personnel management system of civil servants. Talent management has become one of the basic points of innovation in our current civil servant management system.
