农村的中小学教育受乡党委和乡政府的领导与管理,这是教育体制的一项重大改革,为提高乡管教育水平,提高教育质量,加强乡管教育工作的督导评价是非常必要的。 一、督导评价的意义 “分级管理,地方负责”,是中共中央教育体制改革决定的重要内容之一。为贯彻《决定》精神,北京市的农村中小学,从1985年开始,已陆续由乡管理。
