2013年度中国城市管理进步奖推荐案例按照今年7月4日发布的《首都民政事业改革发展纲要(2013-2015年)》的要求,北京在未来两年将更多民政事务向社会开放、转移。8月8日,北京市民政局宣布,民政部门下属的21家社会组织将进行“政社分开”改革,其中北京市殡葬协会等6家协会将作为首批试点单位,进行建立现代社会组织制度、承接政府尤其是民政社会工作职能的改革。政府不再下拨经费,全部改为项目申报
