一、财源建设现状恩施州由于中央、省的扶持和自身的努力,财源建设取得了显著成效,财政经济得到了长足发展。在国家卷烟结构调整、税收政策等减收因素制约下,财政收入仍稳步增长,2004年达到133 917万元,收入结构逐步优化,财政实力明显增强。财政收入与财源结构发生了较大变化,表现在: (一)财政收入地区结构分析 1.财政收入总量结构分析。 (1)从收入级次看,呈现出以下两大特点: ——地方收入的增长速度快于中央收入。中央收入由1994年的28 297万元增加到2004年的45 148万元,增长59.6%,年递增4.8%;地方收入由1994年的19 042万元增加到2004年的78 978万元,增长314.8%,年递增15.3%。地方收入的增长速度高于中央收入10.5个百分点。——地方收入占财政总收入的比重稳步上升。1994-2004年,中央收入占财政总收
