9月1日起,电话实名制在国内正式实施。不少人据此认为,垃圾短信、骚扰电话等将得到遏制,用户合法权益将得到进一步保护。要实现这样的良好愿望,电话实名制切勿一“实”了之。实名制是世界各国遏制不法行为、净化通信环境的通行做法。不过,实名制并不意味着垃圾短信、骚扰电话等现象就会自然减少。我国从2010年起陆续开始对新入网用户实行实名登记。但最近这几年,垃圾短信、电信诈骗等反倒呈现上升态势。更有媒体报道,近年日益泛滥的垃圾短信,其中不少就是运营商和相关企业合谋的结果。可见仅有实名制,根本遏制不住不法分子的逐利冲动。

More media reports, the growing proliferation of spam in recent years, many of them is the result of collusion operators and related businesses. Visible only the real name system, simply can not stop the criminals profit-driven impulses.
