在市人大常委会推动下,本市出台了“北京技术创新行动计划(2014-2017年)”(以下简称技术创新行动计划),立足首都新时期城市战略定位,坚持目标导向、需求导向和问题导向,确定和实施了“引领产业转型升级、高端发展”、“解决城市可持续发展和保障改善民生”两大类12个重大科技专项,探索了政府科技创新组织方式的改革,着力发挥科技创新对城市建设管理和产业转型升级的支撑引领作用。
