照片档案作为一种独立的信息资源,它既是一种文化艺术,同时也是历史的财富。建立照片档案库,需做好以下三个方面工作。一是依据《档案法》和地方政府所赋予给档案部门的权力,依法向有关部门单位进行无偿征集。二是向社会各部门和私人进行有偿征集,也就是说,对一些社会组织和个人手中的自费拍摄,可采取付给一定报酬的办法进行。三是翻拍厉史照片和开展摄制工作,也就是说,对于所收(征)集上来的照片由于年久、褪色、破损而不能直接入库的照片,要妥善做好翻拍和技术上的加工处理,使这些珍贵的照片完好无损地进入馆藏。除此外,档案部门要合理地配备照相器材,设专人从事照片档案摄制工作,组织专门人员把正在发生的重大活动、事件、动态及时拍摄下来。这样,既可以使这些重大事件和动态得到真实的记录,又能拓宽照片档案的收藏领域。
