我国的社会保障统筹基本都是市(县)级统筹这一低层次统筹。但随着我国社会保障制度的改革,市(县)级统筹制度的弊端逐渐暴露,运行风险凸现。但由于我国财政“分灶吃饭”的体制很难打破,省级统筹事实上存在很多问题,进展非常缓慢。笔者就此进行分析,并对养老保险省级统筹的实行提出相关建议。困难养老保险要实现更高层次的统筹,破除用人单位之间的所有制界限、劳动者的身份界限、用人单位的隶属关系界限,实行适用于各类劳动者的统一制度、统一待遇标准、统一管理、统一调剂管理基金的基本养老
The overall social security in our country is basically a low-level co-ordination plan at city (county) level. However, with the reform of the social security system in our country, the drawbacks of the unified system at city (county) level are exposed gradually and the operational risks are highlighted.
