胡主席在党的十七大报告中指出,要“加强国防动员建设,提高预备役部队和民兵建设质量”。今年3月,胡主席在出席十一届全国人大一次会议解放军代表团会议时又强调,要坚持不懈地抓好基层建设,进一步打牢部队战斗力的基础。预备役部队和民兵要贯彻落实胡主席的重要指示,就必须把科学发展观作为抓基层的重要指导方针,不断创新思路,突出关键环节,把握重点部位,切实在增强抓基层的科学性、针对性、实效性上下功夫,推动基层全面建设科学发展。
