一、议定书的出台及其背景 1997年9月,《73/78防污公约》1997年缔约国大会批准了《73/78防污公约》1997年议定书,同时将标题为“防止船舶造成大气污染规则”的附则Ⅵ增加到《73/78防污公约》中,将其正文作为1997年议定书的附件,其中包括以大会第2号决议通过的《船用柴油发动机氮氧化物释放控制技术规则》(本文中简称《NOx技术规则》),并决定将《NOx技术规则》的规定作为强制性要求,在1997年议定书生效之日同时对1997年议定书的各缔约国生效。国际海事组织(IMO)期望1997年议定书的生效条件能在2002年12月31日得到满

Introduction of the Protocol and its Background In September 1997, MARPOL 73/78, ratified the 1997 Protocol to MARPOL 73/78 in 1997 and the Protocol entitled “Prevention of Air Pollution Caused by Ships ”Annex VI to MARPOL 73/78 with the text as an annex to the 1997 Protocol, including the Technical Regulations for the Control of Release of Nitrogen Oxides from Marine Diesel Engines, adopted by Assembly Resolution 2 Referred to as the “NOx Technical Regulations”) and decided to make “NOx Technical Regulations” as a mandatory requirement, while the 1997 Protocol entered into force simultaneously with the 1997 Protocol entered into force. The International Maritime Organization (IMO) hopes that the entry into force of the 1997 Protocol will be fully fulfilled by December 31, 2002
