在Internet视频会议应用中,必须对注入网络的视频流量进行控制以避免网络拥塞.文中针对H.263 视频编码器,提出一种基于模糊逻辑控制(FLC)的速率控制机制,将视频的编码长度信息通过FLC映射至编码器的量化系数,调节下一帧的码流长度,在保证通信的连续性和图像质量的前提下使编码器的输出码率明显地降低,尽可能地避免网络拥塞.文中具体描述了这种拥塞避免机制,最后给出了实验结果,结合与相关拥塞避免策略的粗略比较对该机制进行了简单的性能评价
