2000年10月7日《亚太经济时报》刊载北京大学周其仁教授的文章说,中国经济有长期问题和短期问题。开发人力资本,提高自然资源利用效率并不断寻找替代,这是中国经济长期要解决的问题。通货紧缩、投资不足和失业压力则是短期要解决的问题。从两个方面看,非注意新经济不可。中国最大的问题是人口压力。我们的自然资源总数还可以,但人均拥有量就少得可怜,而且实现工业化所付出的环境代价也相当高。优势是有大量的劳动力,要靠体制和政策、教育、技术来充分利用我国的人力资源。解决这些长期面临的问题,新经济带来了机会。从短期看,目前中国面临着传统经济结构调整的极大困难。我国必须抓住新经济,因为有很多问题是原有经济结构怎么调整也解决不了
On October 7, 2000, the “Asia-Pacific Economic Times” published an article by Professor Zhou Qiren at Peking University, stating that the Chinese economy has both long-term and short-term problems. Developing human capital, improving the efficiency of natural resources utilization and constantly looking for alternatives are problems that the Chinese economy needs to solve in the long run.
