石油资源资产的归属混乱为地方政府的法规建设留下了极大的博弈空间。因此, 必须完善能源立法,力排现有利益集团对眼前利益的追逐,实现中央政府和地方政府利益的统一。
The attribution chaos of petroleum resources assets has left a great space for the construction of laws and regulations of local governments. Therefore, energy legislation must be perfected and the current interest groups chased by the existing interest groups must be consummated so as to unify the interests of the central government and local governments.
