公平原则作为可持续发展的基本原则之一，它既包括代际公平，同时也包括代内公平。代内公平首先是社会学和政治学研究的问题，但是代内公平对持续发展的实现也具有十分重要的意义。然而在现阶段，代内公平却还只是一种难以实现的期待。
