本文概述了机构知识库建设面临的三大困境,指出驱动力不足,配套机制缺位和系统研发薄弱是导致困境的外在原因,而保守封闭、偏离宗旨的指导思想才是缺乏可持续性的根源,提出了开放思想,明确定位,建制与建库并重,平台与内容并重,联盟与个体并重、机制创新与应用创新并重的发展策略,希望探寻一套富有成效的思路把机构知识库建设纳入开放共享的可持续建设轨道。
