实现新疆跨越式发展,必须加快经济发展方式转变。转变经济发展方式,要以提高各产业产品的附加价值为最终目的,高附加价值并不仅存在于第二产业,一、三产业也普遍存在。新疆远离中心市场,要提高产品的竞争力,就要打破常规,以市场为导向,高起点定位,梯度开发,重点突破,多在生态产业上做文章,不断提高产业产品的附加价值。而附加价值的提高,根本出路在于加快人力资本积累。
To realize the leapfrog development in Xinjiang, we must speed up the transformation of the mode of economic development. To change the mode of economic development, the ultimate goal should be to increase the added value of various industrial products. The high added value is not only present in the secondary industry, but also in the primary and tertiary industries.
