从1987年至今,我国的福利彩票已经走过了25年的发展历程。25年来,福利彩票为我国的社会福利事业和公益事业做出了重要贡献,受惠群众数千万。2011年,福利彩票发行实现了历史性的跨越。为确保高位发行条件下福彩事业持续平稳发展,2011年初,李立国部长在全国彩票工作会议上发表了“加强福彩文化建设,促进福彩事业持续健康发展”的讲话。由此,福彩文化建设研究提上日程。为进一步贯彻落实十七届六中全会精神,推动福利彩票事业科学发展,根据部领导的指示,2012年4月12日,民政部福彩文化建设研究项目开题研讨会在安徽黄山举行,此课题是2012年民政部重点课题之一。民政部副部长窦玉沛参加会议并讲话,课题承担单位负责人、相关单位有关领导及研究人员参加会议并发言。现将主要研讨观点综述如下,希望业内及相关人员共同探讨,共促发展。
