黄河河套灌区自三盛公水利枢纽建成(1961年)后,解决了灌区引水问题。经过30年的配套建设,基本完成了灌溉渠系与主要建筑物。70年代中至80年代开始了以排水为重点的灌排配套。1987年作为中国北方灌溉项目,引进了世界银行资金,对排水系统进行了扩建和改造。处于灌区下游的红圪卜排水站是全灌区排水系统汇集的总出口,是排水的关键;原仅有一座30m~3/s的排水泵站,根据扩建设计要求将工程规模扩大为100m~3/s。由于流量大、扬程低,加之地基为粉细砂,施工排水非常困难。排水大井深度只能在20m以内,国内厂家尚无合适泵型可
