怀柔区位于北京东北部,县城距市区50km,全县总面积2128.7km2,其中山区占91.57％,总人口26.5万。城区非农业人口6.08万。建城区面积6.79km2。多年来,在市有关部门的大力支持下,在区委、区政府的正确领导下,通过全区人民的共同努力,我区的荒山造林,城市绿化取得了很大成绩。怀柔区的林木覆盖率已达到了69.71％,城区的绿化覆盖率达到了47.78％,人均绿地面积49.20m2。先后被誉为“京郊一枝花”,全国绿化美化先进县,全国造林绿化百佳县、京郊首家园林式城镇,全国生态县建设先进县。但作为城区背景的山地森林植被景观效果还不是很好,跟不上国际性会议,旅游城市建设的发展。因此,搞好城区背景山地景观的建设是怀柔区城市功能定位的需要。
