问题之一:职工代表选举不符合程序要求 企业职代会职工代表选举工作是一项非常严肃的工作,根据《全民所有制工业企业职工代表大会条例》规定,企业职代会职工代表的产生,一律采取无记名投票差额选举方式,代表候选人必须获得应到会人数半数以上同意,方能当选为职工代表。但在实际工作中,企业领导在作为普通候选人分到各选区前,负责选举工作的同志总要“语重心长”地做工作,“谆谆告诫”各选区要确保分下去的领导选上去,于是就出现了相当多的“当然代表”和“指定代表”。更有甚者,一些单位产生的职工代表根本就连“过场”也没走,职工代表就“应运而生”了。既没有进行差额选举,又没有广泛征求广大职工群众的意见,选出来的代表没有群众基础,更不能代表职工们的意愿。
