一、房地产调控政策及影响评价(一)房地产调控政策及效果。1.为稳定房价,抑制住房价格过快上涨,促进房地产市场健康发展,2005年4月28日,国务院发布《国务院办公厅关于切实稳定住房价格的通知》(国办发明电[2005]8号)(简称“国八条”)。此项政策实施后,房地产市场出现短暂观望,大城市房价上涨过快、住房供应结构不合理、房地产市场秩序混乱等问题没有得到根本的解决,全国不少大中城市的房价继续出现了大幅上扬。
