全国人民代表大会代表在第二次会议到第三次会议期间逝世的6人,辞去代表职务的5人,撤销代表资格的5人,连同在第二次会议以前逝世的和撤销代表资格的在内,应该补选代表32人。除了第二次会议以前已经补选3人以外,在第二次会议到第三次会议期间补选了21人。上海市补选了刘述周,山东省补选了赵健民、李广文、王路宾、郎咸芬,江苏省补选了陈光、何碧辉,河南省补选了傅子诚,浙江省补选了叶熙春,湖北省补选了刘公元,湖南省补选了吴焕彧、叶财林,贵州省补选了周林、彭恒武,福建省补选了叶飞、张俊秀,广州市补选了谷源栓,内蒙古自治区补选了布和,鞍山市补选了杨士杰,华侨补选了唐明照、吴桓兴。代表资格审查委员会根据代表当选证书和其它有关材料,就上述21位代表的代表资格进行了审查。审查结果,认为应该确认他们的代表资格有效。现在向大会提出报告,请予审议通过。
