黑龙江省水利综合经营起步较晚,但发展很快。到去年年末统计,全省总产值比“六五”期间年平均水平增长2.8倍;创利润增长2.5倍;商品鱼产量增长1倍。在为社会提供越来越多商品的同时,开始生产出口创汇产品。目前全省开展综合经营的单位达5,000个,生产项目842个,工程管理单位基本实现了行政经费自给有余。这几年之所以能出现新的发展形势,主要有四点经验: 一是深化改革,不断完善管理机制。管理单位在普遍实行统一领导下的企事业分开、自主经营、独立核算、自负盈亏的管理体制基础上,1986年以来,又逐步推行了厂(场)长、
The comprehensive management of water conservancy in Heilongjiang Province started late, but it developed rapidly. As of the end of last year, the province’s total output value increased by 2.8 times from the average during the “Sixth Five-Year Plan” period; the profit growth was 2.5 times; and the production of commercial fish was doubled. While providing more and more goods for the society, it began to produce export-oriented foreign exchange products. At present, there are 5,000 units that have comprehensive operations in the province, and 842 production projects. The project management units have basically achieved self-sufficiency in administrative funds. The main reason for the emergence of new developments in recent years is fourfold: First, deepen reforms and continuously improve the management mechanism. The management unit has gradually implemented the plant (farm) chief since 1986, on the basis of universally implemented management system under which the company has unified leadership, separate business operations, independent management, independent accounting, and self-financing.
