经济“新常态”背景下棚户区改造既是民生工程也是发展工程,对稳增长、惠民生、构建和谐社会具有重要意义。“国发43号文”和新《预算法》实施后,传统推进棚改项目的融资模式难以为继,政府采购服务模式适时推出。本文基于棚改项目的特点描述和问题分析,对政府采购服务的运作流程和操作要点进行总结,并结合重庆市綦江桥河片区棚改项目案例,提出“政府增信、借助外力、规范流程、合规操作、防控风险”的棚改模式,这是国家开发银行积极响应国家政策号召,发挥融资融智优势,切实解决民生问题的又一实践创新。
Under the background of economy and “new normal”, the reconstruction of shantytowns is not only a livelihood project but also a development project, which is of great significance to stabilizing growth, benefiting people’s livelihood and building a harmonious society. After the implementation of “Guo Fa No.43 Document” and the new “Budget Law”, the financing model of the traditional project of promoting the greenhouses will be unsustainable and the government procurement service mode will be launched in due time. Based on the description of the characteristics of shed reform project and the analysis of problems, this paper summarizes the operation flow and operation of government procurement service, and combined with the case of shed shed project in Qiaojiang Qiaohe District of Chongqing, this paper proposes that “government trust increment, external force, Compliance operation, prevention and control of risks ”, which is yet another practical innovation made by China Development Bank in responding positively to the call of national policies, giving full play to the advantages of financing, financing and intelligence and effectively solving the livelihood problems.
