Precipitation data is the basic element of water balance. The amount of precipitation, determines the local water (through water) and heat (through cloud and evaporation) and other natural resources. The accuracy and reliability of precipitation data have a direct impact on the research of hydrology and water resources, the construction of hydroelectric power and the development of national economy. Although the observation of precipitation is simple and easy, there are significant errors. In recent two thousand years, due to various reasons, a large number of roof-type rain gauges (meters), precipitation data quality has been seriously affected. Only Minjiang hydrological substation, for example, the proportion of rooftop rainfall stations in the rainfall network, commission
