由于法律规定的漏洞,中国30多万股份制企业股票不能合法流动,这种局面对于企业的不利影响表现为:股东行为不合理,企业行为不合理,企业治理不规范,现代企业制度的优越性没能发挥;对社会经济的不利影响为:不利于地方经济发展,不利于国有资本市场化经营,不利于和谐社会建设,也不利于市场体系的建设;因此,让这些企业股票合法流动是当务之急。
