草原生态治理不仅关系着草原畜牧业的可持续发展,也对牧户的生计产生重要的影响.文中基于内蒙古中部农牧交错带427户牧户的微观调研数据,将牧户参与草原生态治理行为划分为参与意愿和参与程度两个阶段,并运用双栏模型(DHM)实证分析了资本禀赋对牧户参与草原生态治理行为的影响.结果 表明:1)92.27％的牧户愿意参与草原生态治理,其中每年愿意支付的户均治理金额为1985.53元,且牧户间参与程度存在较大的差异.2)牧户的资本禀赋中,家庭年收入能够显著提升牧户的参与意愿,而融资能力、人际信任、道德约束对参与意愿有抑

减少城市生活垃圾产生量是解决“垃圾围城”问题的关键.文中基于广州市生活垃圾计量收费制度试点小区调研结果,探索生活垃圾计量收费制度在政府信任的中介作用、感知行为控制的调节作用下对城市生活垃圾产生量的影响.研究发现:1)生活垃圾计量收费制度的推行能显著减少垃圾产生量.2)政府信任在生活垃圾计量收费制度与垃圾产生量的关系中起不完全中介效应,其中增加政府行为信任要比增加政府理念信任更能减少垃圾产生量.3)对低感知行为控制的居民来说,外部控制的作用逐渐大于内部控制;对高感知行为控制的居民来说,内部感知行为控制的作用
选取1985-2020年相关政策法律文本,运用政策量化分析方法,检视中国工业固体废物(以下简称“工业固废”)的规制路径.分析认为,国内工业固废治理在不同阶段一直以命令控制型工具规制为主,但资源化利用规制刚性明显不足;激励型工具相对充足,但有效性和政策落地存在诸多阻碍;引导型工具相对欠缺,与生态文明建设中的“多元共治”目标及理念存在较大差距.“十四五”期间是全面提升我国工业固废资源化利用水平的关键期,需针对上述问题调整优化规制工具.
