1电网企业基建项目成本的管理环境1.1外部环境电力体制改革步伐的加快对国家电网公司的经营管理水平提出了更高的要求,加强成本管理成为了电网企业发展的必然要求。国家电网公司是具有公用性质的企业,其成本开支和成本管理自然成为外部监管的重点,省级电网企业的经营环境也日趋复杂,建立一套适合省级电网企业的成本运行机制显得尤为重要。这套机制要求管理层次分明,体现公开性、透明性,更要满足日益增长的基建项目的成本管控要求。
