一九九九年四月十四日 中国非处方药物协会成立十二年来,积极研究、探索在中国实施药品分类管理制度。在国家药品监督管理局成立一年之后,中国非处方药物协会的目标即将得以实现,这是新机构成立以来高效运作的结果。 建立并完善处方药与非处方药分类管理制度一直受到中央和政府的高度重视,并被列为1996年12月召开的全国卫生工作会议的重要议题之一,写进《中共中央、国务院关于卫生改革与发展的决定》中。国家药品监督管理局在布置1999年的重点工作中已明确提出,推行药品分类管理制度是贯彻“监、帮、促”相结合,提高药品监督管理水平,促进医药事业发展的重要一环,是一项关系到全社会,并对全社会产生极大影响的系统工程。
